Public universities in Germany charge no tuition, even for Indian students. That is real. But "free" still has costs, conditions and competition — this guide gives you the honest full picture.

What is actually free

German public universities charge no tuition fees for most master's programs, including for non-EU students. You pay only a semester contribution of roughly €150–400, which usually includes a regional public-transport ticket. The main exception is the state of Baden-Wuerttemberg, which charges around €1,500 per semester for non-EU students — still a fraction of UK/US tuition.

What "free" still costs

You fund your own living: rent, food, insurance and daily life. For the visa you prove roughly one year of living funds in a blocked account. Living costs vary by city — big cities cost more, university towns less. Students may also work part-time within official limits, which most Indian students use to offset costs.

Who gets in

Admission is merit-based: your marks, subject fit, English proof (IELTS or sometimes a Medium of Instruction letter), the APS certificate, and — decisively for life sciences — your research profile. German professors respond to lab skills, projects and publications far more than to brand-name colleges.
